Death of Juan Coaccza Chifana

Juan Coaccza Chifana, leader of the Federation of Municipal Workers of Peru, died in May 1980 in Lima, allegedly at the hands of the Civil Guard, according to complaints filed with the ILO.

Juan Coaccza Chifana, leader of the Federation of Municipal Workers of Peru, died in May 1980 in Lima. According to complaints filed with the ILO (International Labor Organization), the alleged perpetrator of his death was the Civil Guard. This case is one of the violations of freedom of association documented in Peru during the period of the internal armed conflict. Coaccza Chifana's death represents one of the first recorded cases of violence against union leaders in the 1980s.
