Unsuccessful strike called

A strike called in January 1979 failed, generating a demobilization that the government took advantage of to establish a new state policy by means of DL Nº 22612. This failure marked a turning point in the popular movement before the beginning of the internal armed conflict.

In January 1979, a strike was called, but it was a failure. This event occurred in the context of the popular and union mobilizations that characterized the end of the military regime (1968-1980). The failure of the strike generated a demobilization that was taken advantage of by the government to establish a new state policy. In response to this demobilization, the government enacted DL No. 22612 on July 25, 1979, establishing new regulations. The following months saw the formation of the Central General de Pobladores del Perú and a progressive centralization of the settlers' movement.
