Operation Green Sea I
Forced eradication of coca crops in Alto Huallaga failed and alienated coca growers from the State, creating conditions for the subsequent entry of the Shining Path into the region.
Operation Verde Mar I was a forced coca crop eradication operation carried out in 1979 in the Alto Huallaga region. This operation resulted in a failure that alienated the coca grower from the State. The failure of this operation, together with the subsequent Operation Green Sea II (1981) and other forced eradication operations, created conditions that subsequently facilitated the entry of the PCP-Sendero Luminoso into the region. The State's inability to deal with the situation after these failures allowed the law of the jungle to begin to prevail in the area.
