The Departmental Federation of Peasants of Puno (FDCP) was founded on December 17, 1978 in San Juan de Salinas, province of Azángaro. This organization assumed the responsibility of leading the process of 'democratic restructuring' of land in the department of Puno. The FDCP emerged in a context of frustration among broad peasant sectors excluded from agrarian reform, where the associative enterprises created by the military government had become the target of criticism. The federation would become the main organization leading the land seizures and the struggle for the restructuring of the SAISs during the 1980s.
