48-hour national strike called by CGTP with tensions between hardliners and government flexibility
On February 27 and 28, a 48-hour national strike was called by the CGTP. The government's attitude towards the strike generated two tendencies: a hard line headed by the Minister of the Interior General EP Luis Cisneros Vizquerra, willing to punish the strikers; and a more flexible one headed by the Premier General EP Oscar Molina Pallochia. In the end, the less repressive position prevailed. The Union of Private Businessmen of Peru described the strike as treason and a communist maneuver.
