The National Strike of July 19, 1977 demonstrated the unity between the labor and neighborhood movements in Metropolitan Lima. It is estimated that 43% of the slum dwellers were workers, which facilitated an intense but spontaneous participation of the slum dwellers. This strike was called by the 'Comité de Coordinación y Lucha Barrial', formed in May 1977, which articulated the labor and neighborhood movement in response to the policies of the military government. The government had decreed a State of Emergency in the capital following previous mobilizations, including the violent confrontation in March 1976 during the strike in solidarity with the workers of the Nylon factory on the Central Highway.
