In May 1976, the first workers' cell of the Communist Party of Peru - Shining Path (PCP-SL) carried out a leafleting campaign in different districts of the capital. This action was framed in the context of the XIII Convention of the Regional Committee "June 14" held in Lima, where it was agreed that the Popular Women's Movement, the Revolutionary Students' Front (FER) and the first workers' cell of the Workers' Self-Education Center would become the social base for national reconstruction, with a view to the people's war. This activity was part of the reorganization process of the PCP-SL under the leadership of Abimael Guzmán, who in 1976 had created the Metropolitan Committee ("Metro") in Lima with the aim of turning the capital into a center of expansion and a sounding board for the Party.
