The reconstitution marks a crucial moment in the reorganization of the party, establishing the bases for the subsequent beginning of the armed struggle. During this period the Metropolitan Committee (known as the 'Metro') was created in Lima, with the aim of turning the capital into a center of expansion, a sounding board for the Party and the base for all organization at the national level.
