Capture of Abimael Guzmán and Strategic Shift in PCP-SL
Abimael Guzmán, leader of the Shining Path (PCP-SL), was captured and held at the Naval Base of Callao. During his captivity, Guzmán argued that his capture marked a 'strategic shift' in the people's war, emphasizing the importance of leadership in the revolutionary process. This led to a new direction for the PCP-SL, focusing on peace agreements and the preparation for the II Congress of the party.
Tras su captura, Abimael Guzmán reconoció ante la CVR en la base naval del Callao que, a diferencia de otros miembros de la dirección, su detención hacía imposible continuar la guerra, ya que consideraba su liderazgo indispensable para el proceso revolucionario. Guzmán presentó esta posición a los miembros de la dirección del PCP-SL que se encontraban en cautiverio a partir del 8 de octubre de 1993, quienes terminaron adoptándola como propia. Esto condujo a la elaboración de la "nueva Gran Decisión y Definición", orientada hacia la búsqueda de un acuerdo de paz y la realización del II Congreso del PCP-SL.
