The Confederación Campesina del Perú (CCP) led an important peasant mobilization in the department of Piura between 1973 and 1975, headed by Andrés Luna Vargas. This mobilization was one of the two most important of the 1973-1975 period, aimed at the adjudication of land to peasant communities. The strategy used was the seizure of land prior to negotiation with the government. This mobilization took place in the context of the displacement of the peasant struggle towards the highlands, where the government had not had a major presence and where agrarian reform had not been significantly implemented.
