Formation of FEPCA (Federación Provincial de Campesinos de Andahuaylas).

In 1973, the Andahuaylas Provincial Federation of Peasants (FEPCA) was formed, an agrarian organization that led the peasant mobilizations for the elimination of the hacienda system and the allocation of land to peasant families.

The Andahuaylas Provincial Federation of Peasants (FEPCA) was formed in 1973 as a result of organizational work in the area. This agrarian organization acquired great notoriety the year after its creation, with the largest peasant mobilization of the decade. Its basic proposal was the total elimination of the hacienda system in order to award the land to its 'rightful owners', that is, to peasant families. The actions of Vanguardia Revolucionaria and FEPCA were led by Julio César Mezzich (based in Ongoy), Lino Quintanilla (based in Cocharcas, Chincheros) and Félix Loayza (a resident of Andarapa).
