Agrarian reform of 1969 that transformed the hacienda system into cooperatives
In 1969, the Velasco regime implemented the agrarian reform that definitively cancelled the servile regime, converting the old haciendas into cooperativist-inspired agrarian enterprises such as SAIS, CAPS and ERPS. This reform was part of the structural transformations promoted by the 'revolutionary government of the Armed Forces' between 1968 and 1975. Although it dynamized the rural scenario in the highlands, it did not manage to resolve the territorial demands of the former hacienda serfs and peasant communities.
