In December 1961, the Corporación de Fomento y Promoción Social y Económica de Puno (CORPUNO) was created, a body with administrative autonomy that until 1972 organized and planned development investments in the department. The creation of CORPUNO took place in a context of droughts and floods that affected the altiplano between the 1950s and 1960s, particularly the droughts of 1955-56, 1957 and 1964, and the floods of 1960, 1962 and 1963. However, the investments organized by CORPUNO were only reflected in the urban modernization of the city of Puno, without significantly impacting the department's rural development. This organization was part of the urbanization and modernization process that Puno underwent during this period.
