El I Congreso del PCP-SL se realizó en 1988 y marcó la consolidación definitiva del 'pensamiento Gonzalo' como la nueva ortodoxia del partido. Este evento fue precedido por procesos internos donde se sofocaron disidencias y se ratificó la infalibilidad de Abimael Guzmán.
