PCP-SL's Committee Central Ampliado and the Formation of the New State
In March 1983, the Communist Party of Peru - Shining Path (PCP-SL) held an expanded Central Committee meeting where they decided on the 'Great Plan to Conquer Bases.' This plan involved the reorganization of the party, the formation of the People's Guerrilla Army, and the establishment of the People's Republic of New Democracy. The meeting outlined the structure and function of the new state, emphasizing the role of Popular Committees and Bases of Support in organizing and defending the new power structure.
En marzo de 1983, el PCP-SL realizó un Comité Central Ampliado en el cual se acordó el «Gran Plan de Conquistar Bases» y se establecieron cuatro tareas políticas: la reorganización general del Partido, la formación del Ejército Guerrillero Popular, la formación del comité organizador de la República Popular de Nueva Democracia y la del Frente Revolucionario de Defensa del Pueblo. El Presidente Gonzalo desarrolló la línea de construcción del Frente-Nuevo Estado, estableciendo sus niveles de organización: Comités Populares, Bases de Apoyo y República Popular de Nueva Democracia. Los Comités Populares, concreciones del nuevo Estado dirigidos por Comisarios, ejercían la dictadura popular y la coerción para defender el nuevo Poder, mientras que el conjunto de Bases de Apoyo formaba la estructura que constituía la República Popular de Nueva Democracia en formación.
