Case of Accomarca and Changes in Human Rights Discourse under Alan García
Upon being elected president, Alan García Pérez shifted the official discourse on the internal conflict in Peru by criticizing human rights violations committed by the armed forces. This led to the creation of a Peace Commission and attempts to change the purely military approach to dealing with insurgency. A significant event during this period was the dismissal of military leaders following the Accomarca massacre, highlighting the challenges in addressing military impunity.
Al ser elegido presidente, Alan García Pérez modificó el discurso oficial sobre la guerra interna, criticando las violaciones a los derechos humanos perpetradas por las fuerzas armadas y creando una Comisión de Paz. El caso Accomarca representó el punto más crítico, resultando en la destitución del general de división Sinesio Jarama, jefe de la segunda región militar, y de Wilfredo Mori, jefe del comando político militar de Ayacucho. Sin embargo, a pesar de estas críticas, García no derogó el DL 24150 promulgado por Belaunde en 1985, que regulaba e incrementaba las atribuciones de los comandos político-militares que hasta entonces funcionaban sin sustento constitucional.
