Human Rights Violations During the Internal Conflict in Peru
During the internal conflict in Peru, both the Shining Path (PCP-SL) and the Armed Forces committed severe human rights violations. The Shining Path exerted absolute power over civilians, while the Armed Forces treated those they were supposed to protect with contempt. Numerous testimonies recount the terror and control exerted by those wielding weapons, deciding the fate of individuals, including torture and threats of death.
La población civil vivió bajo un clima de inseguridad extrema durante el conflicto armado, con jóvenes desapareciendo y universidades sin garantizar seguridad. Las Fuerzas Armadas, especialmente la Marina desde 1983, perpetraron detenciones arbitrarias, violaciones sexuales y asesinatos de civiles inocentes. Tanto el Ejército como Sendero Luminoso actuaban con violencia indiscriminada, dejando a la población entre dos amenazas mortales.
