Detention and Legal Irregularities in the Case of Porfirio Suni Quispe
In 1988, Porfirio Suni Quispe was detained on charges of terrorism and held at the Central Cayacachi, a location not authorized for detention. Despite the irregularities, including the lack of legal representation during his initial statement, the Provincial Prosecutor of Carabaya, Juan Barrios Estrada, validated the process. The Prelature of Ayaviri intervened, and Suni Quispe was eventually transferred to the Police of Investigations in Juliaca, where further legal proceedings were promised.
Porfirio Suni Quispe fue detenido en la Central Cayacachi de la SAIS "Aricoma", un centro no autorizado para detención, donde se tomó su primera manifestación sin presencia de abogado defensor. El Fiscal Provincial Juan Barrios Estrada avaló irregularmente esta manifestación sin estar presente. Ante la presión de la Prelatura de Ayaviri y su Obispo Francisco Dalteroche, Suni fue trasladado a la Policía de Investigaciones de Juliaca, donde fue visitado por abogado de la Vicaría de Solidaridad, con entrevistas limitadas a cinco minutos.
