Assassination of Fermín Darío Azparrent Taipe
Fermín Darío Azparrent Taipe, the mayor of Huamanga in Ayacucho, was assassinated by a death squad of the Communist Party of Peru - Shining Path (PCP-SL) on 19 September 1989. Prior to his assassination, he had been the target of various threats from alleged members of the PCP-SL and the paramilitary group 'Rodrigo Franco'. His murder occurred in the context of widespread political violence in Ayacucho, which had been ongoing since 1980.
La Comisión de la Verdad y Reconciliación concluyó que Fermín Darío Azparrent Taipe fue asesinado por un comando de aniquilamiento del Partido Comunista del Perú Sendero Luminoso el 19 de septiembre de 1989. Al determinarse que no participó en el conflicto armado interno, su asesinato constituye una grave infracción al Artículo 3° común de los Convenios de Ginebra. Además de los autores directos, se responsabilizó a Abimael Guzmán Reinoso y los integrantes del Comité Central del PCP Sendero Luminoso por este crimen.
