Plan Operativo CAIMAN XIII and Human Rights Violations in Callqui and Nisperosniyocc
In 1984, during the execution of Plan Operativo CAIMAN XIII by the Infantería de Marina in Huanta, Ayacucho, six residents of the communities of Callqui and Nisperosniyocc were arbitrarily executed. The operation, led by several military officers, violated the right to life and personal integrity of the villagers, as well as the right to due process. The CVR concluded that the military patrol did not engage with any subversive group, and the actions were not isolated incidents but rather part of a broader pattern of military conduct.
El Plan Operativo CAIMAN XIII fue ejecutado por oficiales de la Infantería de Marina de Huanta entre junio y agosto de 1984, bajo el comando del Capitán Alvaro Artaza Adrianzén. Una patrulla dirigida por el Teniente Luis Alberto Celis Checa incursionó en la comunidad de Callqui, donde fueron ejecutados arbitrariamente seis pobladores, incluyendo a Constantino Yañez Huincho. La CVR determinó que no hubo enfrentamiento con grupos subversivos y que se violaron el derecho a la vida, integridad personal y debido proceso de los habitantes de Callqui y Nisperosniyocc.
