Torture at the Base Military of Capaya
In 1989, a person was detained by the Peruvian Army in the district of Abancay, Apurímac, and taken to the Military Base of Capaya. During their detention, they were subjected to severe torture, including being forced to eat waste and witnessing horrific acts of violence against other detainees. The detainee reported seeing individuals with severe mutilations, such as missing body parts, and being threatened with similar treatment.
Un declarante fue intervenido por efectivos del Ejército peruano en 1989 en el distrito de Abancay y conducido a la Base Militar de Capaya, en el departamento de Apurímac. Durante varios días fue torturado, obligado a comer desperdicios y obligado a recorrer el «ambiente de tortura» donde presenció a múltiples víctimas con graves mutilaciones. El declarante observó mujeres con un solo pezón, hombres amarrados y parados sobre charcos de sangre, hombres con un solo ojo, orejas cortadas, un solo brazo, y hombres obligados a sentarse en fierro incandescente, mientras era amenazado con sufrir el mismo trato.
