Torture and Human Rights Violations in Abancay

En 1988, dos hombres fueron detenidos en Abancay por efectivos del Ejército Peruano y torturados en el Cuartel de Abancay para que confesaran participación en un ataque contra un camión militar. Trasladados a la Policía de Investigaciones en presencia del fiscal, denunciaron haber sido torturados, pero el fiscal amenazó con devolverlos al cuartel si no se autoinculpaban. Fueron nuevamente torturados y finalmente se autoinculparon bajo coacción. El testimonio ilustra cómo el Ministerio Público ignoraba denuncias de tortura e incluso convalidaba las confusiones obtenidas bajo torturas, incumpliendo su rol de garante de los derechos ciudadanos durante la investigación prejudicial.
