Forced Disappearances During Control Operations
During control operations in Peru, individuals were often detained and subsequently disappeared after being stopped at checkpoints or on highways. These detentions typically occurred when individuals were traveling between provinces and were intercepted by authorities checking for identification or names on lists of suspected subversives. The testimony from the Truth and Reconciliation Commission highlights the case of a man detained by the Sinchis at a police checkpoint in Santa Lucía, witnessed by his children.
Las desapariciones ocurrían cuando presuntas víctimas eran interceptadas en carreteras durante viajes en ómnibus interprovinciales o al pasar por garitas de control, donde se verificaba si sus nombres aparecían en listas de presuntos subversivos o si poseían documentos de identificación. Estas detenciones se realizaban en presencia de numerosos testigos, como el caso de un hombre detenido por los Sinchis-UMOPAR en el puesto policial de Santa Lucía mientras sus hijos presenciaban desde el vehículo. Esta modalidad también se ejecutaba en lugares públicos como restaurantes, colegios y universidades, dirigida a personas consideradas presuntos subversivos, frecuentemente dirigentes políticos, comunales o estudiantiles.
