La noche del 27 de abril, efectivos del Ejército detuvieron a dos sospechosos en Raucana, lo que provocó tensión en la población. Al mediodía del 28 de abril, pobladores en su mayoría mujeres y ancianos intentaron movilizarse hacia la Prefectura de Lima para reclamar la libertad de los detenidos, pero fueron cercados por el Ejército con apoyo policial.
