Condemnation of CNDDHH by the Democratic Constituent Congress
In April 1994, the Democratic Constituent Congress of Peru condemned the National Coordinator of Human Rights (CNDDHH) for allegedly spreading unfounded accusations against the armed forces. These accusations were related to the military's actions in the Huallaga region during their campaign against subversive groups. Despite evidence of human rights abuses, including testimonies and the discovery of mutilated bodies, the motion to condemn the CNDDDHH was supported by the majority of the government-aligned congress members.
El congresista fujimorista Oswaldo Sandoval presentó una moción de condena contra la CNDDHH por haber difundido denuncias contra las fuerzas armadas "sin pruebas objetivas y reales", la cual fue aprobada por la mayoría gobiernista del Congreso Constituyente Democrático. El CCD acordó condenar la forma "irresponsable" en que la CNDDHH difundió versiones negativas sobre la actuación de las Fuerzas Armadas en Huallaga en su lucha contra el terrorismo, argumentando que estas no se ajustaban a la realidad pero habían dañado la imagen del Perú. La moción fue refrendada incluso por congresistas fujimoristas que habían presenciado hallazgos de cuerpos mutilados y escuchado testimonios de sobrevivientes.
