Operation Aries and Human Rights Violations in Alto Huallaga

In 1994, the CNDDHH received reports of severe human rights violations during Operation Aries in the Alto Huallaga region of Peru. The military campaign targeted civilian populations, including children and the elderly, under the pretext of combating insurgent groups. A delegation from the CNDDDHH, along with other officials, visited the area to gather testimonies and evidence of the atrocities, which included killings and other brutal acts.

Durante la Operación Aries en la margen izquierda del río Huallaga, poblaciones civiles fueron consideradas objetivos militares, resultando en numerosas muertes y desapariciones. Los caseríos de Moena y Moyuna fueron severamente afectados, encontrándose 13 cadáveres. El 16 de abril de 1994, una comitiva de la CNDDHH viajó a Alto Huallaga para recopilar testimonios de sobrevivientes que escaparon de las operaciones militares, documentando relatos de violaciones, asesinatos y mutilaciones cometidas por efectivos del Ejército.
