PCP-SL Activities in Alto Huallaga
In 1988, the Shining Path (PCP-SL) was active in the Alto Huallaga region of Peru. The organization had a structured military presence, with the 'Fuerza Principal' forming a mobile network and the 'Fuerza Local' operating within organized territories. Willy, a local involved with the PCP-SL, was appointed as the logistics officer, responsible for managing resources and coordinating with the guerrilla forces.
En Alto Huallaga, el PCP-SL organizaba comités locales con tres mandos principales: un responsable militar que coordinaba la seguridad, un político que organizaba reuniones, y un tesorero-logístico que administraba fondos y provisiones. Estos mandos servían como puntos de enlace con la guerrilla cuando llegaba a las comunidades. El mando logístico tenía la responsabilidad de mantener la contabilidad, procurar medicinas para enfermos, reunir provisiones en caso de paros armados, y entregar la mayor parte del tesoro del comité cuando visitaba la guerrilla. Bajo la directiva del comité había delegados que coordinaban directamente con la población en diferentes sectores y grupos etarios.
