Second Attack on Uchiza and the Establishment of Military Command
In 1989, following the second attack on Uchiza, the Peruvian military established a political-military headquarters in the town under the command of General Alberto Arciniegas Huby. Arciniegas decided to halt police actions and coca crop eradication programs, recognizing that such repression hindered the state's ability to gain full obedience from the local population. This move challenged the PCP-SL's influence and legitimacy in the region.
A raíz del segundo ataque a Uchiza se instaló la sede de la jefatura político-militar en ese mismo pueblo bajo el mando del General Alberto Arciniegas Huby. Este acontecimiento ocurre en el contexto de crecientes presiones violentas del PCP-SL contra narcotraficantes en el valle del Huallaga, quienes buscaban aliados frente al grupo armado. La instalación de la jefatura político-militar representa un punto de quiebre en la dinámica de control territorial en la región.
