PCP-SL Control Over Cocaine Trade
On April 9, 1990, a significant agreement was signed that established the PCP-SL as the primary controller and negotiator in the cocaine trade. This agreement included seven key points, such as price, weight, and the role of intermediaries, effectively legalizing the PCP-SL's control over the market. The agreement also outlined the control and use of airports and set guidelines for currency exchange in regions like Uchiza, Huánuco, San Martín, and Ucayali.
Entre 1989 y 1990, el PCP-SL implementó un control económico sobre el comercio de base de cocaína en Uchiza. Mediante reuniones en caseríos como Pampayacu, obligó a las firmas narcotraficantes a pagar matrículas de $15,000 cada seis meses más $3.00 por kilo de pasta básica de cocaína. El grupo terrorista estableció un acuerdo integral firmado el 9 de abril de 1990 con siete puntos que legalizaban al PCP-SL como controlador único del mercado, regulando precios, pesos, intermediarios, uso de aeropuertos y tipo de cambio. Aquellos jefes de firma que se negaban a cumplir estas nuevas normas eran asesinados, como sucedió con Valeza, Lencho y Sardino.
