Creation of the Comando Político Militar del Huallaga
In 1989, during the presidency of Alan García, the Comando Político Militar del Huallaga was established as part of a strategy to combat subversive activities and narcotics trafficking in the region. This initiative included the installation of military bases and a shift in focus from persecuting coca farmers to targeting the PCP-SL insurgents. The strategy, led by General Alberto Arciniega Huby, aimed to sever ties between the local population and subversive groups, ultimately contributing to the decline of insurgent activities.
El 3 de mayo de 1989, el Presidente Alan García Pérez llegó a Tocache para crear el Comando Político Militar del Huallaga-Huánuco y San Martín, bajo el mando del general Alberto Arciniega Huby. Esta iniciativa implementó una nueva estrategia contrasubversiva basada en una alianza con los campesinos para derrotar al PCP-SL. Los cambios estratégicos incluyeron la instalación de nuevas bases militares en Uchiza, Santa Lucía, Tocache y otros lugares, la reanudación de inteligencia con apoyo de arrepentidos, y la reapertura de la Carretera Marginal.
