Oscar Ramirez Durand, known as 'Feliciano', was captured in July 1999. Feliciano was one of the main leaders of the PCP-Sendero Luminoso who opposed the Peace Accord proposed by Abimael Guzmán in 1993, leading the faction that intended to continue the armed struggle. His capture was presented by Alberto Fujimori and Vladimiro Montesinos as part of the achievements in national pacification. The news treatment of his capture was used politically to reinforce the government's image as the architect of the country's pacification.
