Alberto Andrade was reelected Mayor of Metropolitan Lima on October 13, 1998. This reelection took place in a context of declining subversive violence in the capital, following the capture of Abimael Guzmán in 1992 and the weakening of the PCP-SL and MRTA. Andrade had been elected mayor for the first time in November 1995, during a period of transition towards the normalization of political life in Lima after the most violent years of the internal armed conflict.
