Carmen Marcelino Sandoval Loayza was arrested in Curgos, Santiago de Chuco, accused of being a suspected Shining Path member. This arrest took place in her home, the same place where in 1986 there had been a confrontation between the Peruvian National Police and five members of the PCP-SL. In that 1986 confrontation, three Shining Path members were killed during the attack, Carmen Sandoval's daughter was killed in the archway at the entrance to the city, and another Shining Path member fell near the site. Carmen Sandoval had previously been captured along with another person identified as 'Julia', being imprisoned in Lima where she later died, although the chronology indicates her arrest again in 1998.
