In 1996 the Challapalca Special Closed Regime Prison was built and implemented, located in the department of Puno, province of Collao, district of Capazo, at an altitude of 4,200 meters above sea level. This penitentiary establishment expresses the criterion of punishment over rehabilitation or resocialization. It is characterized by difficulties of access that limit the rights to family visits, defense, life and personal integrity, and health.
