War Council Refuses to Hand Over Colina Group Members, Invokes Amnesty Law
By means of official letter N° 14-CI-CSJM, the War Council decided to declare that the request of the Judge of the 16th Criminal Court of Lima, who had asked that four members of the Colina Group prosecuted for the Barrios Altos massacre be placed at her court's disposition, had been denied. The War Council argued that the amnesty law was mandatory and that the judge had made an interpretive overreach by declaring it inapplicable.
