Judge declares Amnesty Law inapplicable to Barrios Altos case

On June 16, 1995, the head judge of the 16th Criminal Court of Lima issued a resolution declaring Amnesty Law No. 26479, which had been approved the day before, inapplicable to the Barrios Altos case. This decision questioned the constitutionality of the amnesty law, but Congress reacted immediately by approving an interpretive law that obliged its application, demonstrating the political intervention of the executive and legislative branches to guarantee impunity.
