Judge Saquicuray opened the investigation against the military for Barrios Altos in common jurisdiction
On April 18, 1995, the judge of the 16th Criminal Court of Lima, Dr. Antonia Saquicuray, admitted the denunciation of the Provincial Prosecutor and opened an investigation against General EP Julio Salazar Monroe and others accused for the crimes of murder and injuries in the Barrios Altos massacre. The judge admitted statements from surviving witnesses and proved that the vans used belonged to the Ministry of the Interior and the Government Palace, linking the perpetrators to official agents.
