Duration of the Urbana in Tocache

La Urbana, an espionage and control structure of the PCP-SL in Tocache, operated until 1995 according to some testimonies. This organization was dedicated to tax collection, espionage and selective assassinations in urban areas with state presence.

The Urbana, formally known as the Committees of Parallel Popular Power (CPPP), was an organizational structure of the PCP-SL in towns with the presence of Peruvian state forces. Its function was to maintain an espionage network, collect taxes or collaboration from merchants and selectively assassinate 'bad elements'. In Tocache, the Urbana operated since the late 1980s when the PCP-SL began to organize these committees. According to some testimonies, the Urbana in Tocache lasted until 1995, although others claim different versions of its permanence. Beginning in 1989, the army began to dismantle these committees of parallel popular power, depriving the PCP-SL of its vigilante network and undermining its ability to operate in urban centers.
