During 1995, 132 law enforcement fatalities were recorded in the internal armed conflict, representing 7.9% of the total number of law enforcement casualties during the entire period. A new and brief increase in casualties was observed this year, almost all of them belonging to the Army and concentrated in the upper Huallaga area. This increase occurred after the capture of Abimael Guzmán in 1992, when the overall number of victims had dropped significantly since 1993.
