Inter-American Commission declares Peruvian State responsible for human rights violations in Castillo Paez case
In Report 19/94, the Inter-American Commission determined that the Peruvian State is responsible for the violation, to the detriment of Ernesto Castillo-Páez, of the right to personal liberty, to personal integrity, to life and to effective judicial protection, as well as of the judicial guarantees of due process of law recognized in Articles 7, 5, 4, 25 and 8 of the American Convention. The Commission recommended that the Peruvian State conduct a new investigation, determine the whereabouts of the victim and punish those responsible within 45 days.
