Lucas Cachay's return to Peru and his application of the repentance law

Upon his return, he took advantage of the law of repentance on the recommendation of a businessman friend and lawyer named Carlos Gonzales. Cachay had been an important leader of FEDIP-SM and political leader of MRTA, who had to take refuge outside the country due to the Army's persecution of FEDIP-SM leaders starting in 1992.
