In September 1994, there were 32 anti-subversive bases in La Libertad as part of the military strategy against the PCP-Sendero Luminoso. These military installations were key to territorial control of the region during the internal armed conflict.

In September 1994, La Libertad had 32 anti-subversive bases installed as part of the Peruvian State's counter-subversive strategy. These military bases were established to combat the presence of the PCP-Sendero Luminoso in the region, especially in provinces such as Santiago de Chuco and Sánchez Carrión. The bases were part of a territorial control network that complemented the actions of the Self-Defense Committees and police forces. By 1996, the number of anti-subversive bases in La Libertad had been reduced to 17, reflecting the decrease in Shining Path activity in the region.
