The first phase of Operation Aries ended on May 26, 1994, after fifty days of operations which began on April 5. The operation had to be stopped definitively due to serious allegations of human rights violations received by the National Human Rights Coordinator (CNDDHH) and the Human Rights Commission of the Democratic Constituent Congress (CCD). During this first phase, the armed forces carried out encircling operations and captures on the left bank of the Huallaga River, specifically in the areas known as Bolsón Cuchara and Bolsón Primavera. Brigadier General EP Alfredo Rodríguez Riveros, head of the Huallaga Front, officially announced the end of the operations, presenting 23 of the 30 captured terrorists and showing a large amount of weapons, ammunition, medicines and documentation seized from the subversives.
