Statement by Carlos Blanco Oropeza on Operation Aries

Carlos Blanco Oropeza, president of the Human Rights Commission of the CCD, declared on April 27, 1994 that the allegations of massacres of civilians and bombings during Operation Aries had not been proven, supporting the official military version and questioning the allegations of the CNDDDHH.

Carlos Blanco Oropeza, president of the Human Rights Commission of the Democratic Constituent Congress (CCD) and a pro-Fujimori congressman, made public statements after investigating allegations of human rights violations during Operation Aries. Blanco Oropeza had been in Huanuco since April 11 investigating events in Cayumba Chico, and subsequently led the commission that visited the area between April 23 and 25. In his declarations on April 27, he affirmed that it had been proved that there were not the 100 corpses of massacred civilians nor the bombings denounced by human rights organizations. His official position supported the military version and minimized the denunciations of the CNDDHH, contributing to the subsequent motion of condemnation against this organization approved by the government majority of the CCD.
