Hermosa's invitation to Red Cross to inspect Operation Aries area
General Nicolás Hermosa Ríos invited the International Red Cross to inspect the zone of Operation Aries, but on the condition that they be accompanied by military patrols. The Red Cross rejected this condition, insisting on its principle of moving alone under the protection of its emblem.
On April 23, 1994, the Commander General of the Armed Forces, Nicolás de Bari Hermosa Ríos, invited representatives of the International Red Cross to inspect the conflict zone where Operation Aries was being carried out. The invitation established that the inspection was to be carried out accompanied by a commando patrol of the Peruvian Army. This invitation was made in the context of the denunciations of human rights violations made by the National Human Rights Coordinating Committee (Coordinadora Nacional de Derechos Humanos). On April 27, George Comninos, representative of the Red Cross in Peru, responded to the invitation by stating that the Red Cross has the principle of moving alone in conflict situations, under the sole protection of the Red Cross emblem.
