Launching of flyers invoking repentance

On April 21, 1994, during Operation Aries, military helicopters dropped approximately 100,000 flyers over the Alto Huallaga, calling on the subversives to accept the law of repentance. This psycho-social action was aimed at getting the fleeing Shining Path commanders to lay down their arms.

During Operation Aries, the Political Military Command of the Huallaga Front implemented a psycho-social strategy by dropping leaflets from helicopters calling on the subversive commanders to accept the law of repentance. On April 21, 1994, several helicopters flew over the extensive area where the rebels were dispersed and dropped approximately 100,000 flyers calling on them to accept the law of repentance. This action was part of the strategy to make the extremists fleeing from the military siege lay down their arms. On the same day, the Command issued an official communiqué calling on the Shining Path members to take advantage of this law.
