Carlos Blanco Oropeza's presence in Huanuco investigating human rights violations

Carlos Blanco Oropeza, president of the Human Rights Commission of the CCD, was in Huánuco from April 11, 1994 investigating human rights violations committed by the Peruvian Army in Cayumba Chico. He later participated in the investigation of the denunciations of Operation Aries, adopting a pro-government position that minimized the accusations against the armed forces.

Carlos Blanco Oropeza, president of the Human Rights Commission of the Democratic Constituent Congress (CCD), was in Huánuco since April 11, 1994. His early presence in the area was to investigate the events of human rights violations committed by the Peruvian Army in Cayumba Chico. Subsequently, as part of the delegation of the CCD Human Rights Commission, he traveled to Tingo Maria on April 23 to investigate allegations of human rights violations during Operation Aries. During his investigation, Blanco Oropeza adopted a pro-government position, stating that it was not possible to make any judgments about the characteristics of the military campaign or the number of deaths. He acknowledged that it had been proven that there were neither the 100 corpses of massacred civilians nor the bombings denounced by human rights organizations.
