Murder of Santiago Lizana Acha by police officers in Julcani

Santiago Lizana Acha, a worker at the Julcani mining center in Huancavelica, was shot in the head by National Police officers in February 1994, accusing him of being a terrorist. The crime was part of a pattern of police and military violence against mine workers in the region.

In February 1994, members of the National Police murdered Santiago Lizana Acha, a mine worker, with a bullet to the head in the mining center of Julcani, Huancavelica. The police accused him of being a terrorist. This murder occurred in a context of repression against mine workers and union leaders in the area. The event occurred after the PCP-SL assassinated the industrial relations officer of the Julcani mine in 1993, which led the military and police to carry out greater control in the mining centers. In November 1993, during a mobilization in the same mining center, the military had shot and killed the leader Juvenal Martinez.
