The third stage of the counter-subversive military battle in Alto Huallaga took place from August 1, 1992 to 1994, focused on clearing operations against the PCP-Sendero Luminoso. This stage followed the capture of Abimael Guzmán in September 1992 and was characterized by intensive military operations to regain territorial control. In 1994, the armed forces took definitive control of the area, marking the end of this third stage. Operation Aries (April-May 1994) was the culminating military action that consolidated state control over the Cuchara and Primavera pockets, the last Shining Path strongholds in the region. This stage was distinguished by a change in the counter-subversive strategy that included better treatment of the civilian population, effective intelligence work and the implementation of Development Committees.
