Armed forces take control of Alto Huallaga area

In 1994, the armed forces took definitive control of the Alto Huallaga after the withdrawal of the PCP-Sendero Luminoso, which had dominated the area since 1986. This control was consolidated through a change in counter-subversive strategy and the implementation of Operation Aries.

Beginning in 1994, the armed forces assumed definitive control of the Upper Huallaga area after years of PCP-Sendero Luminoso domination. This control was consolidated after the PCP-SL began to retreat to the left bank of the Huallaga River in 1992, losing control of the villages on the right bank due to various counter-subversive actions. The change in counter-subversive strategy implemented since 1990 improved the image of the armed forces and allowed for more effective intelligence work. The assumption of military control took place after the capture of Abimael Guzmán in 1992 and was consolidated with Operation Aries, carried out between April and July 1994.
